No matter how you slice it, the operating funds in CD-PAS W1792 are essential to the continuation and stability of the consumer-directed program and cannot be removed without peril to the entire program.
The rebasing of the other three rates cannot be accomplished without funds from CD-PAS 1792.
Until the rates are all rebased, the CD-PAS W1792 operating funds must remain available as fee for service.
