OLTL - Billing and Rates

OLTL is changing policies on billing and rates without consideration of impact or implementation, and without notice or stakeholder input.

OLTL's poorly executed changes to the billing process are having a negative effect on Home- and Community- Based Service providers like NEPA CIL, disrupting payment and cash flow, and jeopardizing individuals who are aging and people with disabilities from maintaining their independence in their Homes and Communities who receive services from these providers.

The need for some rates to change to comply with federal rules is not the issue --- rather the ORDER in which they are changed makes the difference between a stable system and one in financial crisis. If the planned payment policy changes happen now, before we have the right set of rates and processes first, agencies that provide consumer-directed services and service coordination will soon not have the funding to keep the programs viable. Consumers will be faced with uncertainty and faced with the possible loss of the support services that enables them to live independently.

YOUR ADVOCACY IS NEEDED.

PLEASE CONTACT YOUR STATE SENATOR AND STATE REPRESENTATIVE, and ask for their help on behalf of the consumers who utilize our services for their independence, and on behalf of our employees who serve these consumers.

Pennsylvania can not afford people to be institutionalized - Pennsylvanians need and want to stay in their own homes and communities!
